E-Government in Malaysia: Its implementation so far and citizen's adoption strategies


Electronic government or we normally know as e-government (e-gov), is used to refer the use of information and communication technology to provide government services, transactions and interactions with citizens, businesses and other arms of government. E-government is a way for public administration to become more open and transparent, and to reinforce democratic participation.

Malaysia Government launched its own electronic government in year 1996 with the introduction of Multimedia Super Corridor (MSC). myGovernment Portal (www.gov.my) acts as the one-stop source of Malaysian government information and services for the citizens. It helps to improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement. It also improves to bring convenience, accessibility and quality of interactions with citizens and businesses.

MyGov portal wins Global ICT Awards at World Congress on Information Technology (WCIT) 2008 which was held at KLCC. Besides, according to the United Nations e-Government readiness index of year 2008, our Malaysian government portal was listed at the 34th place. The ranking was based on two primary indicators which are the state of e-government readiness and the extent of e participation. We can actually claim it is a success for Malaysian wins the ICT awards as well as being ranked in the index.

Up-to-date, its implementation is considered as successful as the number of users of the portal is actually growing. However, there are also barriers that will hinder the progress of e-gov portal, for example, people’s behavior. Most of the Malaysian today, especially the elders who do not have knowledge in IT are still very doubtful on the transactions on the Internet. They feel unsecure with that when they have to make payment or disclose any information on the line. Besides, I feel that language barrier is also concern for the implementation of e-gov. Although there are the two main language which are English and Bahasa Melayu which are used in the portal, we still need to consider the Chinese educated Malaysian. I feel they shouldn’t be neglected. Maybe Government of Malaysia should consider of inserting the Chinese language as the 3rd language.

In order to make sure citizens adopt e-gov in daily life, we must create awareness among them. Government need to let the people know that the existence of government portal in Malaysia. Government also has to make sure the process to log in or usage in the government portal is easy. Besides, the portal will need more information as to educate people of Malaysia to know better of the Government.

Government needs to take care of people needs too. The effectiveness and efficiency in providing services is also essential to make citizens to adopt the e-gov. Due to people convenience, government can actually respond to the people complains on the line. People then don’t have to go through departments just to file their complaints. This will make people feel happier and comfortable with the government. However, when the government servants are attending to the complaints, they will need to be professional either. They will have to be efficient as mentioned in order to satisfy the people.

There are ways to improve the usage of electronic government among the Malaysians and I believe the myGovernment portal will actually grow more popular one day soon, more people of Malaysia will adopt it. God bless the BN government !!!

It is imitating the success of Hong Kong’s Octopus Card by setting 5 to 10% of the card holders for retail purchase as current target of the company.

Octopus card was launched in Hong Kong on year 1997, September. It is a rechargeable contactless stored value smart card to transfer electronic payments in online in offline system. It is widely used in payment system for transportation, supermarkets, fast food restaurant, car parks and other pint of sale application such as service station s and vending machines that have achieved good outcomes. Octopus Card is very popular in Hong Kong.

  • We should pay off whatever we can as soon as you can do it, so our balances not grow exponentially as time passes.
